50 million rubles to prevent offences

The regional government confirmed the regional principal program (RZP) «The prevention of offences in Murmansk region» for 2009 – 2011 year in order to create conditions, in which the control over criminogenic situation will be strengthened.This program is a continuation of analogous RZP in 2007-2008 year, which had a positive effect on the operative situation in region. There was a reduction of registered crimes.

The Department of Internal Affairs of Murmansk region was as usual a state customer and a coordinator of this project. The application of management by objectives in solving system problems; strengthening of interaction between law-enforcement authorities, public authorities, public associations and citizens in struggling with criminality and precautions of offences will favour the achievement of qualitative leaps in law protection activity. The total volume of program’s financing will be 49 068.4 thousand rubles in the year 2009-2011. Such sum of money will be taken from regional budget. The Government recommended local government institutions of municipal districts to create the same programs.

As Vitaliy Fradkov said, in general, due to the different programs more than 1 billion rubles is spent for precautions of offences. In particular, a new program about security of road traffic in 2009 provides a considerable increase, for 40 persons, of personnel in traffic police, 30 members - at the expense of regional budget. Later the personnel of traffic police will increase in 60 persons, as the Chief of the Department of Internal Affairs mentioned on the final conference.
