Meeting of the Government of Norway to discuss the next year budget was held on October 10, 2008. The financial question of cooperation in the Barents region was raised within the framework of the meeting. According to preliminary data, the Norwegian Barents Secretarial plans to increase the financing of projects in 2009. Besides, funds are allocated to the financing of the social youth programme and new programme on cultural cooperation. The main idea of projects support is to encourage effective Russian-Norwegian cooperation.
New rules of the filing of applications on the project financing began to function this spring. As Aleksey Filin, Head of the Murmansk Office of the Norwegian Barents Secretariat, informed these changes are insignificant and has technical character. The application on the financing should be filed by the Norwegian partner of the programme. Other conditions are the same.
The Norwegian Barents Secretariat finances projects on the territory of the Barents region since 1993.
Key spheres of cooperation are industrial and commercial development, education, environment, culture, public health services and support of indigenous peoples of the North. Funds on co-projects are provided by the Ministry of Foreign Affairs and other Ministries of the Kingdom of Norway.
The Norwegian Barents Secretariat allocated about NOK 15 million on more than 100 Russian-Norwegian projects during first six month of 2008.
