The decision to build windmill park is made

Challenging and uncommon question was discussed on the meeting of the Interdepartmental Commission on the placement of production forces of the Murmansk Region headed by the First Deputy Governor of the Murmansk region Alexander Makarov on October 9, 2008. The possibility to build huge windmill park on the territory of the Murmansk region was discussed on the meeting. As the Department of Economic Development of the Murmansk region informes this environmentally friendly renewable resource is now being developed in Russia. There are only three low-powered experimental enterprises in our country. The idea of huge windmill park aims to produce and generate energy on a commercial scale was expressed for the first time.

Declaration of intentions “Windmill parks nearby Lodeynoe village and along the roads Murmansk- Tumannyy- Serebryanskaya GES- I, II “was introduced to the members of the Commission. Paul Logchies, the owner of the Netherlands company “Windlife Energy”, opened the meeting. “Windlife Energy” developed this plan in 2002. Dmitriy Grigoriev, Managing Director of ZAO “Windlife Arctic Power” – Russian enterprise registered in Murmansk, answered the questions of the members of Commission. The main aim of this company is to explore wind energy in the Murmansk region and North-West of Russia.

On the first stage of the project realization it is planned to place windmills that will produce up to 200 MWh in the vicinity of Teriberka and Tumannyy. The building of foundation of wind mills will probably begin in the summer of 2009. In this case first wind turbines will be placed on the foundation in the summer of 2010. Predictably, windmill park will use 50% of its project power by the 2011 and 100% by 2013.

The amount of investments needed for the first stage of constructions is 300 million euro. It is already known European Bank for Reconstruction and Development will take the major part of expenses on the project financing. Commission made a decision to sign the Declaration of intentions but it was recommended to take into account members` proposals and previously adjust the spot of wind mills placement.
